Support make a reference from resolved config.

Current case is I want to do `spmcli test` but since final configuration isn't accessible from SPMCLI.yaml file (for example, some config inherited from dependency config) so I need to reference values from final resolved config.

Proposed solution: 
Is '@resolved.mac.build' possible?
