Create VB, and potentially F# templates.

Since mono supports both of these languages, it would be nice to provide templates for teams to use if they want. We don't have to fully support them, but it would be nice to have a base for them to work from.

I got an IterativeRobot VB template added and tested. If I have time I'll add the others, but at least for now there is at least one.
