Description

When my clash verge is closed, the rule in subscription will be invalid.

But the manually added is working.

Steps to Reproduce

1. Disable the proxy service.
2. Accessing a website whose rules are in the subscription, it will be fail.
3. Manually add a direct rule for this website, and access, it will be succeed.
