While loading the /setup Route still works, it will crash on the first redirect.

Is there any news on this issue?
I just had the same error with NEOS 5.2 and Sandstorm.UserManagement 7, using DDEV with PHP 7.4.5
Were you able to get around the error @simonschaufi?
