Can't log into a database if a discipline is being created #7774
Description
Describe the bug
You are sent to the database setup page when attempting to log in if any setup-related background task is running. Those background tasks can also be run from the configuration tool, so this leads to specify incorrectly assuming database setup is in progress.
To Reproduce
- Log into database that is already setup
- Create a new discipline (or collection?)
- Log out
- Try to log in
Expected behavior
You shouldn't be sent back to the database setup page once your database is setup.
