Adding multiple collections to a DB at once takes over an hour to load

Describe the bug
After creating a blank DB, if you try to add multiple collections at once (10+) it takes over an hour to load. I roughly estimated times after adding ~10 collections through the system config, it took ~20 minutes for the collections to show up in the "choose collection" dialog, but if you try to open any of them they continue to throw errors for at least an hour.

Refreshing before the new collections have been loaded causes all existing collections to disappear from the choose collections dialog (excluding the first collection created) and it says "choose collection" in the navigation bar instead of showing the collection you're in

To Reproduce
Steps to reproduce the behavior:

1. Create a blank DB
2. Go to System Config
3. Add several collections at once (~10)
4. Wait ~20 minutes
5. See collections were added to the choose collection dialog
6. Open one of the new collections
7. See "Discipline creation in progress" error

Expected behavior
It should not take over an hour for multiple collections to be created, and you should not be able to access a collection if it is going to instantly throw an error

This might just be due to the test panel. I'll try it out locally to see how long it takes.
