Spring WS Reference documentation has mentions of usage of securementCallbackHandler which was removed with Wss4j upgrade to 2.1.

Documentation should be updated. Example how WSHandlerConstants.PW_CALLBACK_CLASS can be provided for wss4j-ws-security-dom org.apache.wss4j.dom.handler.WSHandler with new Wss4jSecurityInterceptor should be added.
