Rebrand the Status Dashboard FE part

Rebranding to "T Cloud Public". Scope is JUST the DE/NL version of the Status Dashboard.

• Change text in top left corner. Open Telekom Cloud -> T Cloud Public
• Change the browser-tab-title OTC Status Dashboard -> T Cloud Public Status Dashboard
• At History-Page: Remove "OTC" from the table title
• At Availability-Page: Remove "OTC" from the page title

Changes at the swiss dashboard: clarify it.
