Archive PyStan and httpstan?

Hi,

currently we have 0 developers updating PyStan and httpstan. I think we should archive these repositories.

I personally have used CmdStanPy now multiple years, and given how much development effort is needed to keep up with Stan-math I think it would make sense to archive these repositories?

to ping the SGB (and also Allen Riddell) because we don't have policy in place around this kind of thing as far as I know.
