Creating a Set inside Bard causing odd menu placement

Bug description

If you have a Bard field with Sets, whenever you create a new set, the menu that shows the available sets is placed at the very top of the content instead of inline where the + button was clicked.

For longer articles, this could make it look like the Set button isn't working, or causes the users to have to scroll to the top of the article to choose the set they want to create, and then scroll back down.

In this example below, I tried to create a set near the bottom where the + icon is, but the menu appeared all the way at the top, which required me to scroll up to see it.

How to reproduce

In a Bard field, insert a few paragraphs of text. Then make sure the Bard field supports multiple sets. Go to create a set near the bottom of the text and notice that the menu is out of view at the top of the text.
