Support JDK17 language level

We should build the SQL runner jar with Java 17 rather than 11 to be more consistent with the rest of the downstream eco system.

The issue title talks about language level 17 but the description is just about using JDK 17 to build. I'm keen on the idea of using JDK 17 for builds but I'm less sure about using the higher language level.
