PKG_MAN_OPTS ?= $(FROM_VERSION) $(PKG_CHANNELS) $(PKG_IS_DEFAULT_CHANNEL)

has FROM_VERSION instead of PKG_FROM_VERSION.
That means --from-version option never passed to operator-sdk generate command.
