[FEAT] TEE blueprint source

[Serial-ATA]

(Part of tangle-network/blueprint#992)

There needs to be a new source for blueprints intended to deploy to a TEE.

It could either be:

• A clone of BlueprintSource::Container, where the manager will create a docker-compose.yml using the image specified
• A full docker-compose.yml if blueprint developers being able to specify additional services is desirable
