Yarn Berry(a.k.a. yarn 2 or yarn 3) is not working

When using Yarn Berry, yarn install --production is failed, cuz it's deprecated from version 2.

To Reproduce: 再現手順

• Use Yarn Berry(version 3), not Classic(version 1).

Expected behavior: 期待する動作

• Success to run technote-space/release-github-actions
