Rebuild site in Laika

In short, this is an idea that has been tossed around for a while, largely motivated by dogfooding our own tooling.
In the last few months @armanbilge and I have been prototyping a new site built with Laika.
We recently demo'd this at the last Typelevel Meetup (Friday January 30th).

We need to get a few more scripts sorted out, a few pages, and some landing content and then I'll make a PR plan over here.
