USGS WaterServices APIs will be decommissioned early 2027 #224

Hi developers and users of ulmo,
I just want to make folks aware that USGS' WaterServices APIs, used by the nwis module of this package, are scheduled to be decommissioned in the first quarter of 2027. Users are encouraged to move over to our new Water Data APIs at their earliest convenience to avoid any gap in their data collections. The blog post I linked at the start of this paragraph contains multiple resources that should hopefully aid in migrating to the new services.
