Can't install ~$ sudo add-apt-repository ppa:uunicorn/open-fprintd

Hi, i dont know if anyone is also having this problem, but when i go to ~$ sudo add-apt-repository ppa:uunicorn/open-fprintd
it comes up with this sudo: add-apt-repository: command not found. And i dont know how to get it to install.
Also I tried to fix the problem sudo: add-apt-repository: command not found
with this: sudo apt install software-properties-common
but that also comes up with Error: Unable to locate package software-properties-common.

and well i don't know what ells to do.

I don't know if you got your question resolved but PPA is repository for Ubuntu
