The [webpack > resolve > alias] setting is not available in the css file.
Is there any solution?

This may be because our strategy for resolving the url() path is different from the latest css-loader.
I'm considering upgrading this feature or adding an option to support it.

It's an old problem. There are two different styles resolving url() path in old css-loader below 2.0.0. It is dependent on vue cli 3, which means on many projects.

• webpack style when css modules enabled:

url('./image.png') => require('./image.png')
url(module/image.png) => require('module/image.png')
url(aliasDirectory/image.png) => require('otherDirectory/image.png')

• css style when css modules disabled:

url('image.png') => require('./image.png')
url(~module/image.png) => require('module/image.png')
url(~aliasDirectory/image.png) => require('otherDirectory/image.png')
