Context
As we integrate checkboxes for selection into archived item list rows for #1323, we can use these to allow users to complete some common actions quickly across many archived items in parallel.

As a user, I want to be able to quickly edit multiple item tags, delete itms, and add items to one or more collections.

- Multiple items can be selected and the above actions can be completed within the archived items lists throughout the app
