Allow home-manager to specify a custom package for the cli

Adds a nix homemanager option to explicitly specify the nix package to use. This allows them to pin to a specific version or provide a beta version.

How To Test

Run home-manager supplying a custom package such as modifying the _1password-cli to point to the beta version.
