…g pod version to 4.0 Since AFNetworking 4.0 required minimum deployment versions for iOS 9.0 and for macOS 10.0 I had to do that as well

In order to remove all references of
UIWebView(Because Apple doesn't accept upload of binaries that include references toUIWebViewanymore) I had to bump the minimum version forAFNetworkingto 4.0. Installation of that version ofAFNetworkingrequired us to increase the minimum deployment target for iOS to 9.0 and for macOS to 10.10.Motivation and Context
This PR fixes issue #323
