Added Minimum and Maximum values for LineView

Small change to LineView to add a custom Minimum and Maximum values for chart management.

Description

Added 2 optional Doubles, minimumValue and maximumValue, to the LineView constructor to pass minimum and maximum values to the LineView for a little more precise graph control.

Motivation and Context

Adding more control to Minimum and Maximum LineViews.
