Adds the ability to pad the annex to make up space for the budget. Also some additional info added to
simplicity info, to show cost. Also shows a warning when callingpset finalizeif the cost exceeds the budget (and how much by, so that you can see how much padding to add)In draft for now, as it requires BlockstreamResearch/rust-simplicity#345 to be merged first.
