Added the "About communities" and "Manage" pages.
I've tried to include everything we discussed in the issues without making the text too complicated, let me know if anything is missing!
Some of this might be opinionated content that we should align on: for example, the "Create a community" section described the process by which users should request the creation of a new community via a SNOW ticket, and what they should specify in their request.
