Fix rebuild workflow: mount SKY130 PDK for synthesis#27

The librelane container doesn't include the SKY130 PDK. Install it via volare and mount ~/.volare into the container so the synth script can find the liberty files for dfflibmap/abc. Co-developed-by: Claude Code v2.1.44 (claude-opus-4-6)
