Add OpenSpec change artifacts documenting the current state of the larping-skill-widget spec. The SkillUsageChart, DashboardIndex with CnDashboardPage grid layout, and GraphQL utility are fully implemented. Advanced widgets (stat breakdown, comparison, dependency graph, effect chain) are documented as planned for future work.
