[DOCS-13244] Add 2 CCM db widgets

What does this PR do? What is the motivation?

Adds docs for two new CCM dashboard widgets (Budget Summary, Cost Summary).

Note

Usually there is an API section for both, but they won't be available until later so excluded those sections for now.
