Explanation of Change

Move createReportOption from listFooterContent to customListHeaderContent so it appears at the top of the list. Keep the "Remove from report" option in listFooterContent since it should remain at the bottom.

Bug: if you have a lot of workspaces (so they don't fit on one screen), the header with "Create report" is hidden. iOS native only

With many reports in the list, the "Create report" option is hidden because we pass initiallyFocusedItemKey={selectedReportID} here. That causes the list to scroll to the selected report on mount, pushing the header ("Create report") off-screen

Solution

We could use a conditional like:

initiallyFocusedItemKey={createReportOption ? undefined : selectedReportID}

But with this change, the selected report no longer gets the focus/highlight. We can still see the checkmark, but the focus styling is missing

To keep both the highlight and the header visible, I've added a stayAtTopOnMount prop. When it’s true, we pass undefined to FlashList initialScrollIndex instead of the focused index. That keeps the list at the top (offset 0) on mount while still letting initiallyFocusedItemKey control which item is focused and highlighted

I've tried initialScrollIndex={0} first, but it didn’t work as index 0 is the first report in the list, not the header. The "Create report" option lives in the ListHeaderComponent above the data, so using index 0 still scrolls it off-screen. To keep the list at the top and the header visible, we need to omit initialScrollIndex so FlashList keeps the default scroll position
