Decompose DecisionModal inline state into useDecisionModal hook in MoneyReportHeader

Explanation of Change

Removes 3 inline useState declarations (downloadErrorModalVisible, isDownloadErrorModalVisible, offlineModalVisible) and 3 <DecisionModal> JSX blocks from MoneyReportHeader.tsx. Replaces them with imperative showDecisionModal() calls via a new useDecisionModal hook and a DecisionModalWrapper component that bridges into the global modal system — mirroring the existing useConfirmModal / ConfirmModalWrapper pattern.

Also merges 2 duplicate download-error modal instances into a single call site. Zero behavioral change: same modals, same copy, same dismiss behavior.

Part of a larger effort to decompose MoneyReportHeader.tsx and reduce unnecessary re-renders.
