Remove Onyx.connect() usage for ONYXKEYS.COLLECTION.POLICY_TAGS from src/libs/actions/IOU/SendInvoice.ts

Explanation of Change

This PR is part of a refactor to remove Onyx.connect for the key: ONYXKEYS.COLLECTION.POLICY_TAGS from src/libs/actions/IOU/SendInvoice.ts file and replace it with useOnyx.

It removes the deprecated getPolicyTagsData function from SendInvoice.ts and instead accepts senderPolicyTags as an explicit parameter in both getSendInvoiceInformation and sendInvoice. Callers are now responsible for providing the value via useOnyx hook in their components.

3. Fill in the invoice details, select a tag, and send it from the workspace with policy tags configured
4. Verify the invoice report is created correctly in the invoice room
5. Open the invoice details, set the tag, then change it and verify in the report activity log that the entry "Changed the tag to ... (previously was ...)" appears correctly
