Explanation of Change

Extracted HoldSubmitterEducationalModal and HoldOrRejectEducationalModal from MoneyReportHeader into a new self-contained MoneyReportHeaderEducationalModals component.

The new component receives only reportID and transactionThreadReportID as IDs and fetches all required data internally (requestParentReportAction, transaction, shouldFailAllRequests) via useOnyx. Dismiss handlers (dismissModalAndUpdateUseHold, dismissRejectModalBasedOnAction) were also moved inside the component. Additionally, RejectModalAction type is now exported from the new component to simplify parent state typing.

This removes from MoneyReportHeader: both dismiss handlers, both modal JSX blocks, 4 unused imports (dismissRejectUseExplanation, setNameValuePair, rejectMoneyRequestReason, shouldFailAllRequestsSelector), and the shouldFailAllRequests Onyx subscription. Zero behavioral change — pure structural decomposition following CLEAN-REACT-PATTERNS rules.

Part of a larger effort to decompose MoneyReportHeader.tsx into smaller, composable units to reduce unnecessary re-renders across the header.

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
