gt-coverage-api has been added a few months ago as dependency to import ImageWorker in gwc-core as part of this improvement
However, ImageWorker is actually available in gt-coverage.
Moreover, gt-coverage-api is for multidimensional plugins (i.e. NetCDF), therefore including H2 dependency that we don't want.
