Summary

add a new static rds service type with sourceTag and additionalTags
run RDS restore and destroy as build-stage Kubernetes jobs using the external runner image
surface RDS jobs in build job history, log streaming, archival, and ExternalName manifest generation

Testing

DATABASE_URL=postgres://localhost:5432/lifecycle BUILD_MODE=yes pnpm test
pnpm run ts-check (still fails in unrelated pre-existing files and legacy scripts outside this change)
