Skip inclusion of the `ported_static` tests in the Test Case Reference; this caused a 6x increase in the time to generate docs.
- Pass BAL as RLP bytes through the T8N interface - Convert to JSON on the testing framework side This greatly simplifies the BAL T8N implementation and reduces complexity for implementation in other clients. It also gives us more control over the JSON serialization.
