#3950 get projects endpoints car filtering

Changes

Updated these endpoints to have an optional car id parameter and have the endpoint if given that id filter for only that car:
getAllProjectsGantt
getAllProjects
getUsersLeadingProjects
getUsersTeamsProjects
getTeamsProjects

Test Cases

• Each endpoint w/ and w/o the carId filter applied
