#3888 Create New Material Button for RR Form

Changes

ReimbursementRequestForm.tsx

• Now passes full Project objects to child components
• Creates formatted autocomplete options for project dropdown

ReimbursementRequestFormView.tsx

• Updated to receive and pass through full Project data
• Separated autocomplete options as distinct prop

ReimbursementProductTable.tsx

• Added "Create New Material" button next to product name field (matching the vendor creation pattern)
• Implemented material creation modal integration with dynamic assembly fetching
• Button only visible for Project-based products (hidden for "Other Categories")
• Auto-populates product name field with created material name

CreateMaterialModal.tsx

• Added callback to return created material name to parent component
