Updates the example project to fix a few issues:

Updates Gradle to 9.2.1, which now allows for people with their JAVA_HOME set to Java 25 to execute Gradle commands.
Updates the Paper reference in gradle.properties to point to the latest Paper 1.21.11 commit.
Adds apiVersion to gradle.properties
Updates the patch files to apply correctly for 1.21.11.
Bumps the paperweight.paptcher plugin to 2.0.0-beta.19 and foojay-resolver-convention to 1.0.0.
