Replace ESLint, Prettier, and all related plugins/configs with Biome for linting and formatting. This removes 8 dev dependencies (eslint, @eslint/js, eslint-config-prettier, eslint-plugin-import, eslint-plugin-prettier, prettier, prettier-package-json, prettier-plugin-solidity, typescript-eslint) and replaces them with a single @biomejs/biome dependency, matching the opensea-devtools setup.
