add short circuits for gas estimation

Implements status-im#3946

• Used https://github.com/ethereum/go-ethereum/blob/master/eth/gasestimator/gasestimator.go#L130-L178 as reference implementation
• https://github.com/ethereum/go-ethereum/blob/master/internal/ethapi/api_test.go#L127-L190 used reference for tests
