Replace the hardcoded
nexBGitHub org withaboutcode-orgin theSCANCODE_DATA_BASE_URLconstant insrc/scancode/api.py, whichgenerates the
rule_urlfield in scan JSON output.Update all test data files to reflect the new URL.
