What does this PR do?

Adds TableRowMatchers.isTableRowEqualTo(), a Hamcrest matcher that performs
strict type-aware equality for TableRow objects.

Usage

assertThat(actualRow, isTableRowEqualTo(expectedRow));

Changes

  • Added TableRowMatchers.java with isTableRowEqualTo() matcher
  • Added BigQueryTableRowEqualityTest.java with comprehensive tests
