Covers ASF legal/licensing compliance, JIRA+GitHub issue tracking, PR conventions (THRIFT-NNNN prefix, squash, affected Client languages), AI-generated content labelling (Co-Authored-By/Generated-by), and language-specific rule hierarchy across /lib, /test, /tutorial.
