As suggested by oracle in http://bugs.java.com/bugdatabase/view_bug.do?bug_id=4466485 URL contains %-encoded characters, and it is suggested to use URI to resolve those.

URL translate spaces to %20 and thus is unable to resolve jar paths located in directory with spaces in the path (as is the case under windows).
