fix(localizations,ui): Disable switch to plan button when over seat limit

Description

This PR disables the "Switch to plan" button on plans that have seat limits lower than the current organizations member+invitation count. It also renders a tooltip on the button when disabled indicating that the plan's limit is lower than the organization's member count.
