Implement CRUD base for Observer Guides (new UI)
This commit introduces the foundational structure for managing Observer Guides in the new front-end (v2.0) interface.

Changes include:

• Added CRUD layout and table components for GuidesObservers pages.
• Implemented Zod-based search schema (guidesObserversSearchSchema).
• Added API integration (listGuidesObservers) for listing entities.
• Introduced reusable column and filter definitions.
• Improved consistency between new UI components and backend endpoints.

Impact:
Prepares the GuidesObservers section for full CRUD functionality (create, edit, delete). Enables listing and filtering through the new interface.
