switch to centrally managed py-tools

Benefits:

• python-tools like ruff, basedpyright versions dictated centrally by devcontainer

Drawbacks:

• custom command to get started: uv venv
• duplicate versioning in devcontainer - unless devcontainer opts for simply installing score-python-tools-via-devcontainer

Temp problems:

• direct online reference (can be solved via pypi)
• unconventional version management (can be solved via pypi)
