feat: parse and deploy config.yaml

Pt. 1:

• Parses enum, temporal, percentage, big number, required string and optional string values
• Creates config.yaml if it does not exist. Reads it if it exists.
• Constructs the whole Settings interface from the yaml

Architecture and parsing errors are clunky, that is in progress.
