This avoids having a large mainNoCatch duplicated in each executable.

The unused regex pollutes a bunch of compile units with unneeded code.
Use constraints to make sure we can out-of-line known types of parameter. Remove the need to include Array2D.h when not used. Reduce dependence on ptree, in particular moving the helper methods out of line.
Newer Pythia8 does no longer ship the `HIUserHooks.h` header. Replace by `HIInfo.h`.
