Rename teams folder to fleets and update team_settings key to settings

We decided to leave the naming as-is in this fleet-gitops repo. That way, we don't break GitOps for existing customers who are running an older version of the GitHub action that clones this repo.

@harrisonravazzolo's GitOps workshops are now using this new (temporary) repo with the rename: https://github.com/fleetdm/gitops-workshop

Both repos will be archived when we ship fleetctl new (coming soon):
