Release note:

github-actions will now be exposed via new branch `v1`, with crossreferences between actions and workflows being pinned to commit-digests.

Prevents noise in fixating commits from ruamel.yaml normalising these.

fix whitespace: normalise step indentation in build-and-test.yaml

All other workflows use 6-space step indent (sequence=4, offset=2);
this file used 4-space, causing ruamel to re-indent on every fixate run.
